Abstract

The Russia-Ukraine war offers an important context for understanding how cyber operations can support conventional military activities through disruption, espionage, attacks on critical infrastructure, and information operations. The conflict shows that cyber activities have often been carried out alongside kinetic operations, while Ukraine's experience demonstrates the significance of cyber resilience, effective threat intelligence, distributed digital infrastructure, and cooperation between government institutions and private-sector organizations. Against this background, the present study examines the implications of cyber warfare for Pakistan's national security and considers the lessons from the Russia-Ukraine conflict that can contribute to the development of a national cyber deterrence strategy. The study employs a qualitative research approach using a comparative case-study design. Data wasss obtained from cybersecurity professionals, strategic analysts, and relevant practitioners, along with government policies, official reports, academic literature, and documented cyber incidents. The study draws on Neo-Realism and Cyber Deterrence Theory to explain cyber capabilities as instruments of state power and as important elements of contemporary security competition. The findings highlight several lessons that may be relevant to Pakistan, particularly the need to strengthen defensive resilience, protect critical infrastructure, improve cyber intelligence, enhance coordination among institutions, promote public–private cooperation, and establish credible deterrence capabilities. Based on these insights, the study proposes key elements of a Pakistan-specific national cyber deterrence framework aimed at strengthening national resilience and reducing the strategic risks posed by emerging cyber threats.
