Elite Capture in Pakistan from 2018 to 2022: A Study of Political and Institutional Dynamics

Elite capture, the recurring process of intervention by the government and state that provides undue or unearned benefits or rents to the elite, has been an unwavering challenge to the democratic and developmental aspirations of Pakistan. This research study examines the dynamics of elite capture from 2018 to 2022. This study is qualitative in nature, based on both primary as well as secondary data. Primary data has been collected through interviews conducted with experts in the relevant field, which has then been analyzed through the technique of thematic analysis. The findings of the study reveal that elite capture was reinforced in the said era through institutional interference, electoral manipulation, and economic policies favoring the elite class. The study further suggests a need for structural reforms to mitigate elite dominance in the country.
