Abstract

In many schools, teacher evaluation is only used to provide teachers a score or a category. It is not employed as a tool in assisting teachers to grow. This paper looks at the relationship between teacher evaluation and Training Needs Analysis (TNA). The main argument of this research is that a better evaluation system, one that provides proper feedback, is needed before any real TNA can happen. This paper uses a case study of a private chain of schools and colleges in the North Zone of Pakistan. In this case study, twenty teachers were observed in real lessons. Thirty teachers answered a Likert-scale survey, and some heads of section were interviewed. Along with this case study, the paper also utilizes international research articles on teacher evaluation, needs analysis, and classroom observation. The paper shows how evaluation data can highlight the strong and weak areas of teachers. Further, it also explores how good feedback can turn these findings into professional growth, and how schools use evaluation results to improve their training programs. The results show a clear pattern of strengths and weaknesses. For instance, teachers were strong in subject knowledge, using technology and communication. On the other hand, they were weak in lesson planning, writing learning objectives, using different teaching methods, and asking good questions. The similar pattern is also seen in other education systems. The paper connects these results to the Three-Level Training Needs Analysis (TNA) Model, and argues that schools should make proper de-briefing, evaluation-based TNA cycles, and mentoring a normal part of teacher training.
